Snippets...ummmmm good
G'day folks...begin here:
Must explain something here - if you have 4 oranges - and 4 is your allottment - and you give 2 to someone else - you still had 4 oranges but chose to move 2 elsewhere - you cannot say I ONLY HAVE/RECEIVED 2 ORANGES! The Baltimore Po Po has a strength of let's say 3200 job numbers. The department uses job numbers up to make a command position and the city holds back numbers to make "salary savings". THIS reduces your job numbers to let's say 3100. Of this 3100 you take 300 from the backbone of the agency PATROL and create yet another specialized unit. OF course this creates a shortage in PATROL - but they are not vacancies.
you have a small amount in admin - NOT hundreds as most think - and the remainder of your strength is in specialized units. SOMEONE needs to step up and stop folks from indicating that there is a shortage of 300+ officers in the strength. THEY have been reallocated.
NOW there is a lot of speculation regarding the upcoming contract. Baltimore County received a healthy increase; however, they also sustained a healthy increase in health costs as well as extended their minimum amount of time before retirement from 20 back to 25 years in service.
The Bawlmer Po Po will have to make concessions, but it appears from "chatting at the water cooler" - that any increase will be minimal and there will be concessions as well. THAT should effectively spell more RETIREMENTS of your qualified and knowledgeable officers, sgts, lts, and above. YOU may then have LARGE SHORTAGES - because it takes a lot of recruiting to fill a class especially in these days and times
Some of the wannabe mayors are calling for hiring of city residents and pushing for a city resident requirement (fat chance). UMMMMMMMMMMMM folks these wannabes are blowin' smoke up your arse. The BPD hires/ is hiring/ and will continue to hire folks who QUALIFY
